Fxguide has some extra detail on new After Effects plug-ins from The Foundry to be shown at NAB.Kronos is for "hard core retiming" -- leveraging GPU and built on a newer foundation than the Timewarp version in AE CS4 -- and CameraTracker for 3D matchmoving (from ? Nuke X) directly inside After Effects.

can it work in premiere pro cs5?
Unlikely, and there's not so much you could do with the data in Premiere anyway.
Premiere has limited support for AE plug-ins for whatever reason, and Photoshop filters stopped working Premiere and AE around 1995-1996.
