Sunburst or radial rays in After Effects

AEtuts+ has a free project for Premium users by Tibor Miklos that contains 17 animations of a sunburst, aka radial rays (previewed below).

The post also features an AE Portal survey of some other projects and tutorials available around the net (posted here earlier in parts under the tag radial ray).

Note: Yet another approach to building radial rays can be seen in Pinwheel Custom Gradient, this time in Photoshop using the Angle Style in Gradient Fill,

Also: Brad Zimmerman at CMD used the Venetian Blinds transition to quickly get some stripes, pre-compose, and then used Polar Coordinates; see Spiral Sunrise. In the same tutorial Brad also shows a Shape method for AE using just adjusting the points of the star, position, and adding Pucker & Bloat. In another tutorial, Looping Backgrounds: Wiggle Effect, he takes the sunburst theme in another direction using instead Fractal Noise with the Warp effect.

Update: Also, Brent Pierce notes The rise of the Sunburst! and some Photoshop brushes, Sunburst Brushes 2.0 by ~CreativeLiberties.
